If you want to find something, you can use content or use simple search. But try to search across the .pdf, if you required term is common and .pdf is huge. Today we prefer to use smartphones and search across in the huge .pdf is much, much more paintful.
This is not so simple and there is some strong barrier between common readers (EU citizens) and important EU documents.
