There are a lots of important documents produced on the EU level - such as Treaties, Strategies, Directives or this White paper.  These documents are published in .pdf format.

If you want to find something, you can use content or use simple search. But try to search across the .pdf, if you required term is common and .pdf is huge. Today we prefer to use smartphones and search across in the huge .pdf is much, much more paintful. 

This is not so simple and there is some strong barrier between common readers (EU citizens) and important EU documents. 

The aim of the structured versions of the EU documents, including this White paper (in the form of semantic tree) is to remove mentioned barrier, including smartphones.
